Slippery Rock Borough Council convened on April 1 at 7 p.m. to discuss the sale of 100 S Main St., grants, and upcoming events.
Sale of 100 S Main St.
A citizen asked the council for information regarding two offers for the sale of the lot at 100 S Main St.
Solicitor Rebecca Black responded, saying there are not technically two offers on the lot.
Two interested parties reached out after the offer period had closed. After reaching out to the State Association of Boroughs, the borough was granted an exception to the general bidding policy under 73 Pennsylvania Statute 1641.1, ultimately allowing it to engage in private negotiation.
Before the last meeting, the borough announced publicly that it was utilizing this exception under the statute.
The borough announced that it would be at least 30 days before it could officially sell the property under the terms of this statute.
NexTier Bank
A representative of NexTier Bank spoke to the council about the possibility of renegotiating and providing clarifications on their offer on the sale of the lot at 100 S Main St.
Due to engaging in private negotiation with Greater Living LLC, the council said they cannot renegotiate NexTier Bank’s offer at this time, nor can they sign to sell the property until the 30-day period is over.
Concerns that some council members shared included congestion of traffic with a drive through, ongoing maintenance, and changing zoning approvals.
PennDOT Multimodal grant suggested improvements
A citizen spoke on the PennDOT multimodal grant and suggested ways to improve it. Suggestions included adding ESG items, solar lighting for streetlights, and detailed descriptions of how the borough is planning to reduce its carbon footprint.
DCED Multimodal grant discussion
Borough Manager Christian Laskey stated how the borough wants to expand beyond the initial ask, which included garbage and recycling receptacles, refurbishing benches, and new streetlights. They are looking at other additions, such as electrical work and improving sidewalks.
Council members were encouraged by Council President Jeff Campbell to put ideas for additions to the grant in writing to send to Laskey.
Upcoming events
Council unanimously voted to hold the Independence Day concert on July 4, and to close 100 S Main St from 2:30 p.m. to 11 p.m. that day. The decision was made regarding a schedule conflict with Harrisville’s festival that will be held July 5.
Polish the Rock event will occur on April 26 in coordination with Slippery Rock University. Students can earn volunteer hours by participating in the event.
Slippery Rock Area High School will perform Shrek the Musical on April 3, 4, 5, 6, and 7.
