Many people feel that the potholes on Kiester Road need to be taken care of immediately, but Hines is quick to point out that it is a process.
"We can't fix the road if the project is not complete," he said. "It is a temporary inconvenience for permanent improvement."
A lot of the blame for the problems on Kiester is aimed at the university, because many students think that the school is in charge of its upkeep. But the school has no control over the road.
"The university does a lot in assisting with the plowing and salting of the roads in the winter, which is a great help," Hines said. " But ultimately it is the problem of the township and the borough."
Hines estimates that the cost of the project to repair Kiester Road will be approximately $50,000.
The township or its residents, however, will not provide the money for the repairs. The contractor of the new apartments will pick up all of the cost.
The estimated completion date for the township project is set for July. Shortly thereafter, the township will begin to finalize the paving of Kiester.
There is a meeting today at 1 p.m. at the borough building. The members of the council will meet with members of PennDot and SRU to discuss the road construction issues.
