Library not quiet enough

To the Editor:
The main problem that I, and many, many people I have spoken to, have is that we try to study in the library, and we cannot concentrate due to the noise level.
The third floor of the library is, to the best of my recent knowledge, designated as a quiet study floor, and there are signs on the third floor indicating as much. Most of the time when I go to the quiet study floor to study, there are people talking on cell phones, meeting in groups, etc. and while these things may be appropriate in the rest of the library, they are not appropriate on the quiet study floor. Students have the right to use the library as a place to study for their classes, and they have the right to able to concentrate on that class work.
Going back to the dorm to study is not usually a practical option. Most students go to study in the library because they can't study in their dorms - the dorms are most often very noisy. Also, not every SRU student lives on campus, and many commuter students also need to use the library to study or complete assignments quietly.
If the library, dorm study lounges, and the places we live are noisy, where are we supposed to study?
